1 复堤挖塘协议位于黄河南岸的开封市郊,黄河堤段险要,历史上曾决口7次,开封城淹没,死亡数十万人。现在城北两个几百公顷的黑池、柳池就是历史上决堤的痕迹。河底高出地面4—8m,人称之为悬河.郊区沿河的2666.67ha 土地,夏秋水汪汪,冬春雪茫茫,种粮粮不收,栽树树不长,十年九不收,毛草也发黄。旧社会这里的人民食不裹腹,衣不蔽体,背井离乡,外出逃荒。解放后,特别是党的十一届三中全会后,党和政府领导群众对这片土地进行多次改造治理。但目前仍有1333.33ha 土地四季水草丛生,颗粒不收。1983年冬河南省水利厅邀请全国9位水产专家到此考察。专家们认为这里条
