热点回顾2007年中央一号文件将关注焦点锁定为“发展现代农业”,明确提出新农村建设不是新村建设,要把生产发展、农民增收放在首位。发展现代农业就是要用现代物质条件装备农业,用现代科学技术改造农业,用现代产业体系提升农业,用现代经营形式推进农业,用现代发展理念引领农业,用培养新型农民发展农业,提高农业水利化、机械化和信息化水平,提高土地产出率、资源利用率和农业劳动生产率,提高农业素质、效益和竞争力。只有将农业增长方式转到依靠科技进步和劳动者素质提高上来,中国才能缩小与世界发达国家农业的差距。
