2008年春节前夕,一场突如其来的大雪,使林业行业损失惨重。据不完全统计,全国19个省份森林受灾面积达3.4亿亩,占全国森林总面积1/10强,森林蓄积损失3.7亿立方米。据对8个灾害最严重省份的不完全统计,林业损失占各省份灾害总损失的40%~60%。湖南郴州、广西桂林、贵州黔东南等重点灾区林业损失占灾害总损失的60%以上,其中速生丰产林、新造林、经济林、竹林、林木种苗损失最为严重。灾害共造成2140个国有林场、1158个国有苗圃、800处自然保护区、6500个乡镇林业站、29,127个其他国有林业单位受损,基础设施毁坏严重,林业职工生计艰难。特别是共造成2.5亿亩集体林受损,涉及集体林区1165个县市1.2亿人口,直接经济损失达594亿元。106个省级林改试点县受灾林地4907万亩,直接经济损失117亿元,其中已承包到户林地受灾3112万亩,直接经济损失84.7亿元,受灾农户176万户684万人,不仅今年林农的收入锐减,还将影响今后3~5年的收入,部分林农因灾返贫。世行贷款造林、林权抵押贷款造林项目重灾区,林木损毁后无力偿还贷款。
