国务院继2008年发布《关于进一步促进宁夏经济社会加快发展的若干意见》后,又于2012年9月针对宁夏出台了覆盖宁夏全区,支持宁夏战略发展的《宁夏内陆开放型经济试验区规划》。“宁夏内陆开放型经济试验区”既是国家向西开放的大战略,也为宁夏与全国同步进入小康社会提供了战略机遇。同样,内容丰富、定位高远、目标明确的试验区,为推动新时期中阿人文新丝路和经贸新通道的建设,开辟了新的路径,具有划时代意义。
