【正】 1985年,我国农村着手进行以取消主要农副产品统购派购制度,实行合同定购为主要内容的第二步改革,发挥了市场机制的调节作用,为农民按市场需求自主组织生产,适时调整农村产业结构提供了前所未有的良机。但同时,也对我们进行农业生产的宏观指导,保证农业生产稳步持续发展提出了新的挑战与要求。从一年多的实践看,还存在着一些迫切需要研究并急待解决的问题。笔者认为,在当前的新环境下,进行农业生产宏观指导的关键是要有一个合理的价格政策。
