【正】 目前,一个地区的图书馆、室分属科研、教育、文化、工矿企业等许多部门,由于各级领导对图书馆工作的重视程度不同,发展颇不平衡。工厂科技图书资料室和中学图书馆随着社会主义现代化建设和教育事业的需要,近几年来发展较快,一般配备了专职人员,有比较稳定的购书经费和活动场所。工会图书馆、室虽然比较普及,但藏书基础较差,管理人员兼职的多,业余的多,而且调换频繁,规章制度也不够健全。农村、街道图书室时起时落,发展缓慢。基层图书馆、室总的况状是藏书数量少,经费、活动场
