以学习型组织理论和终身学习立法理念为理论基础,分析了学习型组织制度建构的必要性,从提升学习型组织执行力角度出发明确规定学习型组织的职责与义务,从提升学习型组织凝聚力角度出发切实保障公民参与终身教育的权利和义务,从突出学习型组织社会公益性的角度出发对弱势群体提供特殊的服务,从提升学习型组织自治能力的角度出发鼓励多元的经费来源渠道,从提升学习型组织学习能力的角度出发,建立组织内学习的文化和机制,从以上五方面提出了构建学习型组织制度立法的路径。
Based on the theory of learning organization and the concept of lifelong learning, this paper analyzes the necessity of the construction of learning organization system, clarifies the responsibility and obligation of learning organization from the perspective of enhancing the execution ability of learning organization, and enhances the cohesion of learning organization From the perspective of citizens to effectively protect the rights and obligations of participation in lifelong education from the point of view of highlighting the social welfare of learning organizations to provide special services to vulnerable groups, from the perspective of enhancing learning self-government ability to encourage diversified sources of funding from From the perspective of improving the learning ability of learning organization, this paper establishes the culture and mechanism of learning within the organization, and puts forward the path of constructing the learning organization system legislation from the above five aspects.
