国际海上人命安全公约第九章规定ISM规则适用于所有船舶,客船500总吨以及500总吨以上的油轮、化学品运输船、气体运输船、散货船和高速货船不迟于1998年7月1日起实施该规则;500总吨及500总吨以上的其他货船不迟于2002年7月1日起实施规则。为此,对于我国从事国际间运输而未实施该规则的散装船和油轮来说,必须在1998年7月1日前推动安全管理体系(Safety Management System简称SMS)运作,并经主管机关或主管机关认可的认证机构认证,取得安全管理合格证书(Safety Management Certificate简称SMC)。否则将不能营运。 如何推动安全管理体系(SMS)运作,取得安全管理证书(SMC),对于船长和大部分高级船员来说较为困难,有时感到无从下手。以下是本人在推动SMS过程中的一点体会,以供同行参考。
