2005年12月10至11日,由中国(海南)改革发展研究院、挪威城市与区域发展研究所、瑞典斯德哥尔摩转轨经济研究所和德国技术合作公司共同举办的“政府转型与社会再分配国际论坛”在海口举行,300余位中外官员和专家学者参加了本次论坛,共同探讨如何通过政府转型来完善社会再分配,协调重大利益关系这一重大课题。中国经济体制改革研究会会长、中改院院长高尚全在会上致辞并发言。他针对改革开放以来我国在经济增长方面取得了举世瞩目成绩的同时,当前也正面临一个社会矛盾凸显期并指出,在“十一五”期间,我国要全面建设小康社会,在很大程度上取决于我们能否建立有效的体制和机制,满足多数人利益,让多数人能够不断地分享改革和发展的成果。为此,他在发言中提出了一些具体对策。本刊特将其发言摘要发表(标题为编者所拟),以飨读者。
From December 10 to November 11, 2005, the International Forum on Government Transformation and Social Redistribution jointly organized by China (Hainan) Research Institute of Reform and Development, Institute of Urban and Regional Development of Norway, Stockholm Institute of Transition Economics of Sweden and German Technical Cooperation Corporation In Haikou, more than 300 Chinese and foreign officials and experts and scholars attended the forum to discuss how to improve the social redistribution and coordinate the major issues of interest through government restructuring. Gao Shangquan, president of China Economic System Reform Association and president of China Reform Institute, addressed the conference and made a speech. He pointed out that while China has made remarkable achievements in economic growth since the reform and opening up, he is currently facing a period of prominent social conflicts and pointed out that during the 11th Five-Year Plan, our country must comprehensively build a well-to-do society and, to a large extent, Depends on whether we can establish an effective system and mechanism to meet the interests of the majority and enable the majority to continuously share the fruits of reform and development. To this end, he made some specific suggestions in his speech. In this issue, we will publish a summary of the speech (titled Editor’s Note) to readers.
