传统的绩效评估体系只重视科研投入而忽视科研产出,只注重资历和项目而轻视科研能效比,只看当前绩效而忽略长远绩效。解决的办法,就是要根据实际,建立直接绩效评估体系和间接绩效评估体系。
The traditional performance appraisal system only emphasizes scientific research inputs and ignores the output of scientific research, only pay attention to qualifications and projects and contempt of scientific research energy efficiency, only look at the current performance and ignore the long-term performance. The solution is to establish a direct performance evaluation system and an indirect performance evaluation system based on the actual situation.
