社会组织是协商民主建设的重要主体和社会基础。与政党、政府、人大等其他主体协商民主建设相比,社会组织协商民主建设具有行业、专业、第三方、扎根基层这四大独特优势。加强社会组织协商民主建设,是激发社会组织活力、加快形成现代社会组织体制的内在要求,体现了现代国家治理的战略取向,承载着社会组织的殷切期盼。今后应深化思想价值认同,区分协商类型,加强协商能力建设,处理好坚持党的领导与社会组织协商民主的有机统一、社会组织协商民主建设整体推进与重点突破的有机统一、加强社会组织协商民主与维护社会和谐稳定的有机统一这三大关系,切实提升社会组织协商民主建设的有效性和合法性。
Social organization is an important subject and social foundation for consultative democracy. Compared with the deliberative democratization of other parties such as political parties, government and people’s congresses, the consultative and democratic construction of social organizations has the four unique advantages of being professionally, professionally, third-party and rooted in grassroots units. Strengthening consultative and democratic construction of social organizations is an inherent requirement of stimulating the vitality of social organizations and speeding up the formation of a modern social organizational system. It reflects the strategic orientation of modern state governance and carries the ardent expectations of social organizations. In the future, we should deepen the recognition of ideological values, differentiate the types of consultations, strengthen consultation capacity-building, and properly handle the organic unity of upholding the party’s leadership and consultative democracy with social organizations. The organic unity of overall promotion and major breakthroughs in the consultation of social organizations and democratic organizations should be strengthened. And the organic unity of maintaining social harmony and stability so as to effectively enhance the effectiveness and legitimacy of consultative democracy in social organizations.
