自1995年以来,沈阳铁路公安处管内麻醉抢劫犯罪呈骤然增多趋势,且发案集中,扩展迅速,仅8个月的时间里,就连续发生14起,其中重大案件3起,特大案件8起,抓获犯罪成员4人,抢劫旅客财物总计价值人民币15万元。此类案件沈阳铁路公安处1986年至1994年间仅发生1起,上升幅度十分明显。因此,研究这一犯罪的特征成因,对于我们有效遏制和打击此类犯罪并从中认真总结打击经验,汲取防范教训,都具有十分重要意义。
