In 2016, China’s first Anti-Domestic Violence Law was promulgated and implemented so that family violence, the only domestic violence that only remained on the topic of privacy, appeared in the public and was incorporated into the legal system. However, due to many factors, most women who suffer domestic violence in the West or in China choose to be silent and unwilling to seek assistance from the outside world. Even with the legal regulation, it is hard to prevent domestic violence. The article analyzes the reasons why the violent women in the West and China remain silent after encountering domestic violence and hopes to find a way to make the victimized woman “voice”.
