至2004年底,全国农村公路(包括县道、乡道、村道)达到289万公里,基本形成了县、乡、村之间的公路网,但还有167个乡镇和49339个行政村不通公路。“十一五”期间,国家将拿出1000亿元用于乡村道路建设,基本实现全国所有具备条件的乡(镇)和东、中部地区所有具备条件的建制村通沥青(水泥)路,西部地区具备条件的建制村通公路。根据农业部制定的优质商品粮基地县范围,交通部通过实施专项计划,将进一步加快我国粮食主产区公路建设。同时加大对西部、革命老区、贫困地区农村公路和农村渡口渡改桥工程建设力度。交通部与国家发改委联合调研起草的《农村公路养护管理体制改革实施方案》已报国务院,其主要思路是强化对农村公路的管养力度。
