本文采用个案研究的方法,依据“委托—代理”理论视角,从资金提供者、部门监管者、服务对象和社区四个维度,对民间儿童福利服务的问责机制进行了系统剖析。研究发现,中国当前非政府组织问责机制发展具有不平衡性,政府居于主导地位。来自资金提供者和部门监管者的问责,在一定程度上对非政府组织提供服务形成了有效的约束力,但仍相对较弱。同时,当前非政府组织问责体系整体处于成长阶段,尚不健全,存在许多问题。因此,为了促进中国民间非政府组织的良性发展和社工机构的健康运行,急需进一步增强和完善多元的问责机制,构建更为合理的儿童福利服务问责体系。
Based on the case study method and the “entrust - agent” theory perspective, this paper systematically analyzes the accountability mechanism of welfare services for children from four dimensions: capital providers, department regulators, clients and communities. The study found that the development of China’s current non-governmental organizations accountability mechanism is unbalanced, and the government dominates. Accountability from fund providers and departmental regulators has been somewhat more binding but still relatively weak for NGOs to provide services. At the same time, the current accountability system of non-governmental organizations as a whole is in a stage of growth and is still not perfect. There are many problems. Therefore, in order to promote the sound development of non-governmental NGOs in China and the healthy operation of social work organizations, it is urgent to further enhance and improve the multi-accountability mechanism and establish a more reasonable accountability system for child welfare services.
