Last year, the “Workers’ Daily” published an investigation report entitled “Democratic Choice of Operators”. After reading it, he was encouraged and inspired. It is deeply felt that this is not only a good experience, but also an important way for deepening reforms of state-owned enterprises. Under the conditions of China’s current level of social productive forces, state-owned enterprises cannot become large-scale social companies. They can only form individual enterprises with limited scale. Among these specific enterprises, the business management of the enterprise includes such levels: First, the general administrative management of the entire people; second, the management of state-owned assets; and third, the internal management of enterprises.
