建议选择一些已经着手保障房机制创新的地区作为试点,开展资金、税收和信贷等相关配套政策改革,积累保障房建设市场化运作的经验——笔者从吉林、江西、湖北等地调研了解到,部分大型开发商和社会机构参与保障房建设意愿较强,但示范效应尚未显现。为缓解资金压力,一些地方政府将现有的保障房房源整合后全部纳入公租房管理,实行统一供应、分配和流转,为保障房融资平台的建立奠定基础。
It is suggested that some regions that have started the innovation of housing mechanism should be selected as pilot projects to carry out relevant supporting policies on capital, taxation and credit reform and to accumulate experience in the market-oriented operation of social housing construction. According to the survey conducted by Jilin, Jiangxi and Hubei, Some large developers and social organizations are more willing to participate in social housing construction, but the demonstration effect has not yet appeared. In order to alleviate the financial pressure, some local governments will all integrate existing houses for public housing into the management of public rental housing and implement unified supply, distribution and circulation, laying the foundation for the establishment of affordable housing financing platform.
