许多书中都笼统地称,建国初期全国设有6大行政区。实际上,大行政区初设时只有5个,即东北、华东、中南、西北、西南,分别设立大行政区人民政府或军政委员会。华北地区曾于1948年9月建立华北人民政府,但1949年11月被撤销,其所辖河北、察哈尔、绥远、山西、平原5省及北京、天津2市统归中央政府直属。因此,在同年12月召开的中央人民政府委员会第4次会议上,只任命了5个大行政区的领导人,并无华北。
Many books generally state that there are six major administrative regions throughout the country in the early days of the founding of New China. In fact, there were only five newly established large administrative regions, namely Northeast, East China, Central South China, Northwest China and Southwest China. People’s governments of the big administrative regions or military and political commissions were established respectively. North China established the North China People’s Government in September 1948, but was abolished in November 1949. Its jurisdiction is governed by the Central Government under the jurisdiction of Hebei, Chahar, Suiyuan, Shanxi, Pingyuan, 5 provinces, Beijing and Tianjin. Therefore, at the 4th meeting of the Central People’s Government Committee held in December of the same year, only 5 leaders of the big administrative regions were appointed and there was no North China.
