近年来随着生产建设项目的增多和水土保持编报率的提高,在水土保持方案编审中出现了编制资质证书管理不严格、会议审查单位组织不严谨、方案审查专家管理不规范、方案编制套用严重、方案限批不够、水保监测二次许可等诸多问题,已影响到了水行政主管部门的公共形象。各级水行政主管部门应当引起重视,进一步加强规范管理,不断提高水土保持方案的编制质量,为水土保持监督管理提供坚实的依据。
