作为宗教背景的跨国政治行为体,梵蒂冈在第二次梵蒂冈大公会后运用其道德权威积极参与国际事务,与世界上绝大多数国家建立正式外交关系,并分别以罗马教廷和梵蒂冈城国(The Vatican City State)的身份成为41个国际组织的正式成员或观察员,其中包括世界贸易组织(WTO)。自1997年7月正式成为WTO永久观察员以来,梵蒂冈以其经济伦理观念为指导,强调公平、公益、团结等原则,重视国际贸易在促进世界和平与人类发展目标中的作用,在WTO体系中积极支持和推动发展中国家,特别是最不发达国家的利益。本文尝试对梵蒂冈在WTO的法律地位和参与情况进行描述与分析,探求梵蒂冈在WTO以及国际贸易法中的参与效应。
As a transnational political actor with a religious background, the Vatican, after using the moral authority of the Second Vatican Congress, has actively participated in international affairs and established official diplomatic relations with most countries in the world. The Vatican has taken the Holy See and the Vatican City State Vatican City State, became a full member or observer of 41 international organizations, including the World Trade Organization (WTO). Since becoming an official observer of the WTO in July 1997, the Vatican, guided by its economic ethics, has emphasized the principles of equity, public welfare and solidarity, attached importance to the role of international trade in promoting the goals of world peace and human development, and has been active in the WTO system. Support and promote the interests of developing countries, especially the least developed countries. This article attempts to describe and analyze the Vatican’s legal status and participation in the WTO, and to explore the Vatican’s participation in WTO and international trade law.
