国际环境法是国际法的一个新兴部门,它是由关于环境保护的国际法律规范所组成。目前,国际环境法之所以得到重视和发展,是因为人们日益认识到,人类居住的星球正经受着来自三方面的威胁:(一)人口持续大量增长,居高不下;(二)对环境可能带来严重影响的新科技不断产生;(三)人类不受约束地损害环境的活动大量增加。这三方面的威胁正好说明经济、科技、法律三者相互依存、有机结合以解决环境问题的必要性和不可避免性。
International environmental law is a new sector of international law. It consists of international legal norms concerning environmental protection. At present, the reason why international environmental law is valued and developed is that people are increasingly aware that the planet of humankind is experiencing threats from three aspects: (1) the population continues to grow in large numbers and remain at a high level; (2) New technologies that have a serious impact will continue to emerge; and (3) there has been a substantial increase in human activities that do no harm to the environment. These three threats precisely indicate the necessity and inevitability of the interdependence of the economy, science and technology and the law as well as the organic combination of environmental problems.
