政府财政在高新科技领域的发展中承担着重要的支出责任,如何提高政府科技支出的绩效,以保证公共财力发挥出应有的作用,是研究科技领域的重要内容。本文结合面板数据,对黑龙江省财政科技支出的总体规模进行了分析,对该省13个市级财政科技支出进行纵向比较,进而以该省财政R&D支出为研究对象,构建数据包络分析(DEA)模型进行绩效分析。通过分析认为,黑龙江省财政科技支出波动较大、规模较小,各市级财政科技支出不均衡,R&D活动纯技术效率较高,各产出水平的相对效率达到优值,但规模效率不高,存在资源配置不合理的问题。对此,提出了相应的解决方案。
