国营企业亏损而大额高。据统计,全国已有40%的企业亏损,1995年亏损额已突破1000亿元。一部分国企潜亏,一年要吃掉利润的10%。固定资产上的潜亏窟窿还更大、更深。诸如不折旧、不提旧、肢解、挤占、挪用基金等等。如何探索新路,堵“黑洞”,扭亏增效呢?笔者以为可以从以下几点考虑。第一,善反思,为扭亏换思路当前,不少亏损企业领导精神不振,傍徨徘徊,特别是亏损大户普遍存在三个误区:一是积重难返。
