与东中部相比,全国相对落后地区在西部分布最多。自主创新能力的相对薄弱意味着“创新驱动”下西部地区工业结构优化与技术引进的关系比东中部地区更加密切。文章在构建技术引进对工业结构优化的效用函数后,从理论层面讨论了单一要素投入和两要素投入组合情形下的技术引进效用差异,并实证分析了2001—2014年西部各省(区市)工业结构优化进程中的技术引进效用变化。结果表明:西部地区工业结构优化正在经历由技术引进向自主创新过渡的动力转换阶段;技术引进在此过程中仍发挥重要作用,其优化工业结构的效用始终为正,且具有区域差异;数值的减小说明其作用方式正逐渐由直接向间接转变。
Compared with the eastern part of China, the relatively backward parts of the country are most widely distributed in the west. The relative weakness of independent innovation means that the relationship between the optimization of industrial structure and technology introduction in the western region under “innovation-driven ” is much closer than in the eastern central region. After constructing the utility function of technology introduction to industrial structure optimization, the paper discusses the differences in the utility of technology introduction under the condition of input of single factor and combination of two factors from the theoretical level, and empirically analyzes the difference of the introduction of utility between two provinces in 2001-2004 The Change of Technology Import Utility in Structure Optimization Process. The results show that the optimization of industrial structure in the western region is undergoing the phase of power conversion from technology introduction to independent innovation. Technology introduction still plays an important role in this process. The utility of optimizing industrial structure is always positive and has regional differences. Decreasing the description of its role is gradually changing from direct to indirect.
