重机行业第九次热加工总师座谈会于1996年5月10日至14日在河南洛阳市召开。出席会议的有重机行业工厂、公司、院所等25单位48名代表。庄大象同志代表机械部重大装备司就当前大型铸锻件的生产经营形势及面临两个转变等问题作了讲话。 与会代表围绕提高大型铸锻件产品质量、扩大出口、降低生产成本和推进体制改革等四个问题结合本单位实际情况进行了交流,并对当前铸锻件行业的生产经营状况进行了分析、讨论。认为当前所面临的形势非常严竣,主要表现为资金困难,债务困扰,能源、原材料消耗过高,科研和技术投入不足,长期以来未能形成规模化、专业化、缺乏竞争力。针对这种情况会议提出应转变观念,以经济效益为中心,提高质量,强化管理,苦练内功,开拓国内外市场,特别是国外市场,降低成本,保证交货期,尽快适应当前形势,走出困境。同时代表们呼吁政府要高度重视大型铸锻件行业所面临的严竣形势,政策上给予积极扶持。
The 9th Heavy Machinery Industry General Workplace Symposium was held in Luoyang, Henan Province from May 10 to May 14, 1996. There were 48 representatives from 25 units, including heavy machinery factories, companies and institutes attended the meeting. On behalf of the Ministry of Machinery Industry, Comrade Zhuang Elephant made a speech on the production and operation of large castings and forgings and facing two changes. Participants around the four major issues of improving the quality of large castings and forgings, expanding exports, reducing production costs and promoting institutional reform with the actual situation of the unit were exchanged, and the production and management of the current castings and forgings industry conditions were analyzed and discussed. He believes that the current situation is very serious, mainly due to financial difficulties, debt distress, energy, raw material consumption is too high, scientific research and technology investment deficiencies, has long failed to form a large scale, specialization, lack of competitiveness. In view of this situation, the meeting proposed that we should change our concept, center on economic benefits, improve quality, strengthen management, work hard and develop internal and external markets, especially in foreign markets, reduce costs, ensure delivery, adapt to the current situation as soon as possible, Dilemma. At the same time, delegates called for the government to attach great importance to the severe conditions facing the large castings and forgings industry and give active support to its policies.
