近几年,随着国家金融政策的调整、金融机构管理机制改革的不断深入,旧的金融机构管理体制引发的存单纠纷不断增加。出现了存单纠纷就存在风险和责任承担问题,损失发生后由谁来承担责任,往往是金融机构和存款人争议的焦点。
