现代社会出现了“中心缺失”的现象,面对这种变化,传统的治理模式———科层制和市场机制出现了治理失灵的问题。在这种背景下,政策网络治理模式应运而生。这种治理模式是在政策网络理论基础上发展而来的,它具有传统治理模式所无法与之相比的特点和优越性。当然这种模式也会产生治理失灵的情况,因此我们必须采取一些相应措施来规避这种现象的发生。
In modern society, there is a phenomenon of “lack of center ”. In the face of this change, the traditional governance model --- bureaucratic system and market mechanism has emerged to be a problem of governance failure. In this context, the policy network governance model came into being. This mode of governance is developed on the basis of the policy network theory. It has the characteristics and superiorities that traditional governance models can not compare with. Of course, this model will also result in governance failure, so we must take some corresponding measures to circumvent this phenomenon.
