分析了当前我国社会、经济发展所面临的国际国内环境及其对信息化和电子政务建设提出的紧迫需求,阐述了“十二五”期间我国信息化和电子政务发展的总体思路,强调指出要明确信息化的战略地位,深刻理解信息化发展对我国产业结构、经济体系、社会结构和组织体系所产生的重大影响,大力推进坚持以“两化深度融合”为主线带动我国信息化发展的基本思路。探讨了“十二五”电子政务可持续发展的设想,指出“十二五”期间应通过电子政务改善公权供给,电子政务发展要更加注重实现政务目标,更加重视电子政务建设中存在的深层次问题,挖掘电子政务深化的驱动力;“十二五”电子政务的发展规划应聚焦电子政务建设的主要任务取向,积极推进核心业务应用是新时期电子政务建设规划的重中之重。
