业界头痛挂靠经营,却又不得不正视这种现象。曾几何时,它还被作为道路运输业的经营新模式在全国推广。十年前的一次行业会议上,挂靠被称为是一种发展方向,会议认为“通过挂靠,能够达到规模经营、集约化经营,符合增长方式的转变,能够加大汽车运输的覆盖面,使他们能够更好地为社会服务。采取限制、排挤的措施都是错误的。”然而,因其经营行为不易控制、安全管理难以到位等种种问题,在道路运输市场秩序清理整顿中,一度被列为清理对象。2003年,交通部关于客运挂靠的禁令出台。大部分省市向挂靠经营亮起了红灯,出台相关政策和措施,限制并清理整顿起来。有的省市如火如荼,由政府直接出面,组织交通、公安、工商等职能部门联合清理整顿,但是,挂靠经营仍然在很多地方“春风吹又生”。对于一种现象,大家都尝试去努力治理甚至清除,而它依然顽强存在。那么,它必然引起我们的反思:它为什么要存在?为什么要清除?如何理性对待?如何有效清除?
