随着社会主义市场经济体制的确立、人口老龄化的到来及国有企业改革的不断深化,医疗保险这一带有计划经济体制下浓厚的“大锅饭”特征和高福利色彩的制度已显示出越来越多的缺陷,因而医疗保障问题引起了人们的普遍关注。应建立什么样的城镇医疗保障、农村新型合作医疗保障制度等都是人们讨论的热点。为此,本文对我国现阶段医疗保险的研究成果进行了归纳总结,旨在为进一步研究探讨提供依据,最终为我国医疗保险制度改革献计献策。
With the establishment of the socialist market economic system, the arrival of an aging population and the deepening of the reform of state-owned enterprises, the system of medical insurance featuring the strong “big pot” features and high welfare color under the planned economy has shown The more defects, so the issue of medical security has caused widespread concern. What kinds of urban medical insurance should be established and the new rural cooperative medical insurance system are the hot topics discussed by people. Therefore, this article summarizes the research results of medical insurance at the present stage of our country, aiming at providing evidences for further research and discussion, and finally offering suggestions for the reform of medical insurance system in our country.
