An integrated transportation and land-use planning method called Cool Spot allows real-time public-sector planning of greenhouse gas emissions from planned future communities. This approach helps project team members gather and integrate information on climate-friendly urban planning and development. “Cold exchange ” refers to the community through the set of multi-mode travel environment and clean energy supply as one of the energy-saving buildings, per capita carbon emissions below the current social indicators of the community. The method was applied to a 300-acre site traffic area in Elburn, Illinois, using computer software INDEX as a tool and conducting case studies through a series of public expert systems. The project team staff said that this method of aiding the selection of a transport-regional planning scheme will reduce greenhouse gas emissions below the current community emissions of 32%. The method reflects the response to quantifiable GHG emission reduction legislation in traffic and land use, such as the California Community Senate Act No. 375 in response to a sustainable community strategy.
