在我国社会主义现代化建设中,能源问题是制约国民经济发展的重要因素之一。如何对能耗进行准确、科学的预测,合理制订能源规划,提高宏观节能效益和能源综合利用率,将对国民经济发展产生重大的影响。节能如同生产发展一样,一靠技术进步,二靠科学管理。要实现能源的科学管理,必须从传统的管理方法过渡到系统工程的管理方法,全面地、系统地分析本地区、本部门、本企业的用能过程和规律,系统地采集数据,运用数学模型方法和电子计算机等手段,实现能源管理的定量化、科学化、最优化。以最小的能源消耗,获得最大的经济效益。
In our country’s socialist modernization, energy issues are one of the important factors that restrict the development of the national economy. How to accurately and scientifically predict energy consumption, reasonably formulate energy plans, and improve macro energy efficiency and comprehensive utilization of energy will have a major impact on the development of the national economy.
