I. INTRODUCTION In 1975, the Secretary of Defense of the United States, Dr. Schlesinger, acknowledged that the Ministry of Defence needs a great deal of effort if it wants to gain significant benefits from the application of production technology to the production of weapons systems. Since then, the US Army’s Missile Research and Development Agency has been working on a greatly expanded production process plan, and has been exploring new ways of identifying low-yield projects. According to the instructions of the United States Army’s Equipment Development and Preparation Command, a missile production process conference was held in Shelton Island, USA, in September 1975. The conference proposed some 350 promising production process proposals. After these projects are completed, the ratio of possible total return to investment exceeds 4:1. Based on the evaluation of the results of this meeting by Army Missile Research and Development Bureau personnel, a comprehensive five-year plan has been developed to implement items that have made a significant contribution to the Army missile system.
