5月13日,国务院出台了《关于鼓励和引导民间投资健康发展的若干意见》(简称“新36条”)在很多方面取得了突破,对民间投资可进入的领域大大细化,规定的内容可操作性强;社会事业中的医疗事业、基础设施业、教育事业及金融服务业这四大行业的投资将有保证。有财经人士称:“新36条”是改革开放以来出台的第一份专门扶持民间投资发展的纲领性文件,在战略上具有重要意义。
