中国社会发展的客观条件要求,必须推进国家治理方式的创新。党的十八届四中全会充分反映了我们党在这个问题上形成了高度认识,即依法全面推进国家治理方式创新。从国家治理方式转型的条件来看,中国社会结构的变迁及公民权利意识的增强,要求建立与社会主义民主政治和市场经济相适应的国家治理法治模式;从国家治理方式转型的内在动力来看,管控市场经济的物欲化特征对创新实践以人为本的本质带来的影响,实现法治在国家治理创新实践中的保障价值,是国家治理法治化的内在动力所在;从国家治理方式转型的具体内容来看,包括把握好法治建设的路径、方向,加强和完善立法工作,依法行政,等等。
The objective conditions and requirements of China’s social development must promote the innovation of state governance.
