小城镇建设,是继乡镇企业之后,又一个农村经济社会发展的创举,具有划时代的意义。富裕起来的农民追求生活水平的提高和生活质量的改善,是社会进步的表现,是农村走向城市化的第一步。小城镇建设是村镇建设中的新课题,也是重要内容。由于尚处发展初期,需要加以引导和管理。本文结合枣庄市小城镇实践,认为应着重解决好以下几个问题:
