随着集团公司“十一五”规划的实施,2007年焦化新区建设及老区技改全面铺开,建设任务空前繁重。为了保证重点工程施工质量、安全及进度,充分调动专业技术人员的工作积极性,发挥其技术专长,焦化公司于2007年开始全面推行技术项目负责制,出台了《焦化公司技术负责制实施办法》,并设立了60—80万元专项奖励费用,对在工程建设中贡献突出的单位和个人给与奖励。此举不仅有力的保证了公司重点工程的施工进度,而且极大的提高了广大技术人员的积极性,给工程技术人员提供了平台、搭建了舞台、摆下了擂台。
