村委会组合竞选制是安徽省社科院教授辛秋水先生的一大创举,此种制度与目前村委会选举中普遍仿照或借鉴基层“人大”的选举方法——即首先选举村委员,再在村委会委员里推选村委会主任,或者采取平行选举的方式,同时选举村委会主任、副主任和委员——有很大不同。根据组合竞选制在不同地方的多次实验,这种制度被证明是适合中国国情并具有强烈现代民主色彩的有效制度。下面刊发的这篇日记尽管老了点,但对于我们了解组合竞选制的操作还是有所帮助的。
