正在召开的十二届全国人大常委会第十二次会议审议了《立法法修正案草案》。草案中的地方政府规章不得设定减损公民、法人和其他组织权利或增加其义务的规范引发各界关注。这意味着一些限行、限购、限贷等地方限制性行政手段,今后将不能再“任性”。
The 12th meeting of the Standing Committee of the 12th National People’s Congress that is being held examines the “draft amendment to the Legislation Law.” The local government regulations in the draft may not set norms that detract from the rights of citizens, legal persons and other organizations or increase their obligations, arousing public concern. This means that some restrictive administrative measures such as restriction of travel restrictions, restriction of purchase and restriction of loans will no longer be “self-willed” in the future.
