1973年国际防止船舶造成污染公约规定:凡总载重量为7万吨及7万吨以上的新油轮,均应没有专用压载舱。1978年2月联合国海事组织在伦敦举行国际油轮安全和防污染会议并通过决定,决定将这一规定的范围扩大到载重量为2万吨及2万吨以上的新原油油轮及载重量为3万吨及3万吨以上的新成品油轮。 会议曾认为,制定了新的原油洗舱工艺的1973年公约生效后,必将对防止环境污染产生影响。
The 1973 International Convention for the Prevention of Pollution from Ships stipulated that no dedicated ballast tank should be provided for new tankers of a total carrying capacity of 70 000 tonnes and over 70 000 tonnes. In February 1978, the United Nations Maritime Organization held an international conference on tanker safety and pollution prevention in London and adopted a decision to extend this provision to new crude oil tankers with a carrying capacity of 20,000 tons and above and cargoes with a loading capacity of 3 10,000 tons and more than 30,000 tons of new product tankers. The conference once considered that the entry into force of the 1973 Convention that established a new crude oil washing process will surely have an impact on preventing environmental pollution.
