2000年各地区、各部门认真贯彻落实党中央、国务院关于经济工作的方针政策,按照市场需求实施总量调控、关闭“五小”、淘汰落后、压缩过剩生产能力,大大改善了国有工业企业生产经营的宏观环境,改变了一些行业中部分企业不顾市场需求盲目生产或是一味压价、恶性竞争的局面,规范了市场秩序,优化了经济结构,有力地推动了国有企业的扭亏脱困工作。这一年的实践表明,综合运用各种手段,实施总量调控,淘汰落后生产能力,对于调节市场供需,缓解结构性矛盾,引导企业调整产品结构,加快传统产业升级的步伐,不仅是十分必要的,而且效果是显著的。
