近来,国际社会对中国改革开放的经验似乎有了新的认知和比较确定的看法。一个新的概念正在各国政治人物和决策者中间流行起来。这个概念就是“中国模式”。在学术界,这个概念并不很新鲜,人们在邓小平南巡以后就开始讨论“中国模式”问题了。不过,最近各国政治人物的认同已经给这个概念赋予了一种新的含义和新的生命。中国的新理念正在对中国以外的世界产生巨大影响。对全世界那些正苦苦寻找不仅发展自身,而且还要在融入国际秩序同时又真正保持独立和保护自己生活方式和政治选择出路的国家来讲,中国提供了新路,以其震撼的榜样力量和幅员的宏大影响走在各国前头。20多年的时间在人类的历史长河中只是一瞬间,但在这短短的历史时间里,中国的变化之快,令人眩晕。中国人成功地驾驭了这种变化,创建了新的规则。美国人在惊叹;日本人在感叹;埃及、越南人在效仿;印度人在追赶;曾经发展出西方世界称颂一时的“俄罗斯模式”的俄国,也开始对自己的模式进行深刻的反思。俄罗斯总统普京在一些内部场合透露,俄国要学中国模式。20多年来成就非凡“中国模式”令世界另眼相看,而对于2004年的日本经济复苏,摩根士丹利董事总经理兼亚洲首席经济学家谢国忠更表示,日本经济的迅猛增长完全是拜中国所赐。相信随着“中国模式”的可持续性和不断完善,“和平崛起”将赢得更多的喝彩。
