民营科技企业是指以科技人员为主体,按照“自筹资金、自愿组合、自主经营、自负盈亏、自我约束、自我发展”的经营机制创办和经营,主要从事科学研究、技术开发、技术转让、技术咨询、技术服务以及科技成果产业化和科技产品生产经营业务的经济实体。 民营科技企业包括:实行集体经济、合作经济、联营经济、股份制经济、外商投资经济、港澳台投资经济、私营经济、个体经济的民营科技企业;国有企事业单位创办的实行国有民营的科技企业。
