In 2005, Beijing Municipality promulgated the Guiding Opinions of Municipal Party Committee and Municipal Government on Functional Positioning and Evaluation Indicators of Districts and Counties, dividing the city into four functional areas and one of them being an ecological conservation area. Recently, Beijing Municipality promulgated the Opinions on Promoting Coordinated Development of Ecological Conservation Development Zones. This is the first opinion from Beijing that systematic policies are put forward for functional areas and the Opinions provide a useful exploration into the improvement of the policy mechanism of the main functional zones. At the same time depicts the development of ecological culvert blueprint for promoting the development of the city grid
