消防专项规划是城市总体规划中的一个重要组成部分。建设城市、管理城市,保障城市经济的发展、社会的稳定和人民生命财产的安全,确保城市经济和社会发展目标的实现等等,都离不开科学的消防专项规划。 我国地域广阔,海岛众多,除了台湾省之外,目前就有13个市(地)县(区)地处海岛。因此,因地制宜的编制好海岛城镇的消防专项规划,对于促进我国海岛城镇渔业及经济的顺利发展,确保海岛城镇消防基础设施的建设与其它市政基础设施的建设同步实施和同步发展具有极其重大的历史和现实意义。
