西南軍政委员会第二次全体委员會议第一日大會上,鄧小平副主席作了‘一九五一年的工作,任務’的報告全文如下: 第一次全体委员會議后半年里面,我們在中央人民政府和毛主席的英明领导下,遵循着會議决定的施政方针、工作任務和各种决議,进行了工作,獲得了显著的成就。进军西藏的部隊,在西南广大人民,特别是藏族同胞的热情支援与积极协助下,排除交通气候等困難,顺利地向西藏进軍。两月前,一举解放昌都地區,盡殲守敌,藏军第九代本起义。由於中央人民政府正确的民旋政策的感召,也由於入藏部隊堅决地执行这些政策,遵守嚴格的纪律,关怀当地人民的疾苦,人民解放军爱到广大藏族同胞的熱烈欢迎和衷心爱戴。在人民解放军进军當中,得到了沿途藏胞的积极支援。格达委员則为奔走和平解决西藏问题,遇害於昌都。這些都表现了藏族人民回到祖国大家庭來的伟大团结精神,帝国主义侵略者任何挑撥分裂的陰谋,阻擋不了中華人民共和国各族人民团结的意志。
On the first day of the second plenary session of the Southwest Military and Political Committee, Deng Xiaoping made the full text of the report entitled “Work and Tasks in 1951” as follows: In the first half of the first plenary meeting, Under the wise leadership of the people’s government and Chairman Mao, the work has been carried out in accordance with the administrative policies, tasks and resolutions decided at the meeting and remarkable achievements have been made. The troops marching into Tibet, with the enthusiastic support and active assistance of the broad masses of people in the southwest, especially the Tibetan compatriots, ruled out difficulties such as traffic and climate and marched smoothly into Tibet. Two months ago, the liberation of the Changdu area in one fell swoop, to defeat the enemy, the ninth generation of the Tibetan army uprising. Thanks to the call of the Central People’s Government for correct policies of the Central Government, and due to the resolute implementation of these policies by the Tibeted troops, compliance with strict discipline, caring for the suffering of the local people, and the people’s Liberation Army warmly welcomed and loved China loyal to the Tibetan compatriots. The People’s Liberation Army marched among them and received active support from Tibetans along the route. For instance, members of the National People’s Congress of Georgia held a peaceful solution to the Tibet issue and were killed in the capital. All of these show the great spirit of solidarity that the Tibetan people have returned to the extended family of their motherland. Any conspiracy to provoke a split by the imperialist invaders will not stop the will of the people of all ethnic groups in the People’s Republic of China from unifying with each other.
