为了进一步加强国民经济的计划性和国家对各项经济活动的领导,必须建立与健全各级计划机构,为此特作如下决定,希好遵照执行:一、政务院财政经济委员会和文化教育委员会及其所指导的各部门,必须建立和健全计划机构,并应把计划机构逐级建立到基层工作部门和基层企业单位。这些计划机构为各该部门的工作单位之一,其工作受各部门首长的直接领导,在业务上则应与国家计划委员会的有关各局(处)建立经常的、密切的联系。
In order to further strengthen the planning of the national economy and the state’s leadership of various economic activities, it is necessary to establish and improve the planning agencies at all levels, and make the following special decisions in the light of the following recommendations: 1. The Financial and Economic Affairs Committee and the Culture and Education Commission of the State Council and The various departments under their guidance must establish and perfect a planning agency and should set up the planning agencies step by step to the grass-roots work units and grass-roots enterprises. These planning agencies are one of the work units of each of these departments. Their work is under the direct leadership of department heads and their operations should have regular and close contacts with the relevant bureaus (offices) of the State Planning Commission.
