第一章总则第一条为保障和促进贫困地区经济和社会发展,推进农村扶贫开发工作,规范农村扶贫开发管理,根据有关法律、法规,结合本省实际,制定本条例。第二条本条例所称农村扶贫开发(以下简称扶贫开发),是指在国家、地方各级人民政府的扶持和社会各界的帮助下,对贫困人口集中的少数民族地区、革命老区、边境地区、特困地区和贫困农户,实施开发式扶贫以及其他形式的扶持活动。第三条凡在本省行政区域内从事扶贫开发活动的单位和个人,均应当遵守本条例。

Article 3 All units and individuals engaged in poverty alleviation and development activities in the administrative areas of this province shall abide by these Regulations.
