目的:通过对乡镇卫生院在县乡一体化模式下实施目标管理试点后的医疗服务运营状况进行评估,为探索医疗卫生服务县乡一体化模式下实现“优势互补、资源共享、一举多赢”的新格局提供实践参考。方法:选取浙江省某县两所乡镇卫生院为研究对象,以县乡一体化模式下实施目标管理试点前后的门急诊人数、病床使用率、业务收入等为评估指标进行对照分析。结果:实施县乡一体化目标管理后,两所试点乡镇卫生院门急诊人数、病床使用率、业务收入等运行指标均显著增加。结论:结合乡镇卫生院实际,在县乡一体化目标管理新模式下,显著提升了乡镇卫生院综合服务能力和服务水平,提高了乡镇卫生院人员工作积极性,充分营造了高效满意的诊疗环境,改善了广大农村群众的看病就医及康复保健问题。
OBJECTIVE: To assess the health care operations of township hospitals after the implementation of the goal management pilot project under the mode of integration of counties and townships in rural hospitals, and to explore ways and means of achieving the goal of “complementing each other’s advantages and resources, ”The new pattern provides a practical reference. Methods: Two township hospitals in a county of Zhejiang Province were selected as the research objects. The number of outpatients and emergency patients before and after the implementation of the goal management pilot project in the county-township integration model was used as the evaluation index to make a comparative analysis. Results: After the implementation of the goal-based management of county-township integration, operational indicators such as outpatient and emergency department numbers, hospital bed occupancy rate and business income of the two pilot township hospitals increased significantly. Conclusion: Combining with the actual situation of township hospitals, under the new mode of integrated goal management of county and township, the comprehensive service ability and service level of township hospitals are significantly improved, the enthusiasm of township hospital staff is improved, and the efficient and satisfactory clinic environment is fully established. It has improved the medical treatment of the majority of rural people and the rehabilitation and health care.
