广西僮族自治区公路养护部门为了使干部参加集体生产劳动经常化、制度化,总结了几年来干部深入基层工作的经验。根据公路养护工作线长、面广、分散的特点,实行了“两上两下”干部参加劳动的制度。“两下”就是干部每月14日和28日左右下道班参加劳动;“两上”就是干部每月11日和24日左右回公路段。每次回段停留两、三天,利用一天开碰头会,汇报劳动情况,研究解决道班存在的问题以及下一阶段如何进行工作;利用一、两天学习理论、政策和上级文件指示,提高政治理论水平和政策业务水平。干部每次
